It's a good idea at this point to look through the other requests to make sure that you are capable of matching with another participant. That means that there is someone you can create for (requesting a fandom + ship + freeform tag you've offered to create) who is also signing up for the exchange.

Hello!
For now, when I look at the tags, I can write for three people, but no one can write for me... if I still don't match after everyone has suscribed, what will happen?

Exchanges like this generally start out with several initial pinch hits, which are requests nobody matched with during the initial sign-up phase, or requests that had more requests than offers and it just worked out that way through AO3's matching process. Initial pinch hits get posted to DW just like defaulted pinch hits. People will claim them anonymously, and I'll have the pinch hit assigned on AO3 to that person.
